Dear Mike,

Thank you for your letter dated 3 July, which was posted yesterday and received today. In the circumstances, I do think the CSM should have immediately referred to the MCA the Code requests in my letters of 12 and 20 March, instead of delaying for two months and then coming back to me with a comprehensive and unexplained refusal. However, these requests, plus the three further Code requests in my letter to you of 14 May, are now with the MCA.

Having said this, most of the matters I raised in my letter of 14 May had nothing to do with either the Code or s118 of the Medicines Act; they were a response to a range of points you made in your letter of 8 May. It was clearly open to you to reply, but never mind. Let us now focus on the more important questions, those relating to your views on the Montgomery & Dunbar paper, as detailed in my letters to you of 10 June and 5 July. I look forward to hearing from you.
