Dear Mr Medawar,

Thank you for your letter of 9 July.

Firstly, I would like to let you know that I share your concern as expressed  in the first two paragraphs of your letter and the very interesting article from the International Journal of Risk and Safety in Medicine.

Secondly, I would like to inform you that all the work carried out by this Division is the routine execution of WHO's Plan of Work and, in particular, the programme of work for the Division. As is usual practice, WHO listens not only to its Panel of Experts but also to outside communities such as NGOs, centres of excellence and consumers' groups. In addition, all projects are carried out strictly in accordance with WHO's rules and regulations.

As you have been collaborating with WHO and know the Organization well, I would be pleased to receive you at WHO, at your convenience, to discuss the topics with which you are concerned.

Yours sincerely,
Dr J.A. Costa e Silva, Director
Division of Mental Health and
Prevention of Substance Abuse
