Dear Mr. Dobson

I am writing to you as my constituency MP, to ask if you could agree to refer a complaint to the Parliamentary Commissioner for Administration. I am not sure if this is a fair request, because the complaint relates to the conduct of agencies and appointees closely associated with your Department. On the other hand, there appears to be a case to answer and important matters of principle seem to be involved.

If you did feel able to assist, I would infer only that you felt it reasonable that I should now be seeking an independent adjudication; to my mind, it would imply no endorsement on the substantive issue. I would not take it amiss if you thought that, in these circumstances, it would be better if I approached another MP. However, I did think it appropriate to ask you first.

I have outlined a sample complaint (one of several) on a separate sheet, to give you some idea of the issues involved. I hope this would be sufficient for you to decide whether or not to take up the case. If you will, I could then forward to you the remaining complaints with supporting evidence. Most of this documentation is in fact already on the Social Audit website where, for reasons explained in earlier correspondence, I shall also be posting this letter with your reply.
