I have been meaning to write to you for some time to ask if you could help me clarify some aspects of the relationship between the MCA and CSM. Increasingly in our correspondence, I have wondered exactly where the responsibilities of the CSM begin and end, and to what extent the CSM either falls in with MCA procedures or follows its owns nose. This question has arisen, for example, in relation to CSM compliance with (relevant) MCA Standard Operating Procedures - and now it seems important again, given the confusion that seemed to arise recently over the CSM's role in relation to the Code of Practice on Access to Government Information.

I don't quite know how to frame this as a formal Code request, but is there any document (or documents or part thereof) to which I might have access which would explain this? I would be grateful if you could provide me with any such materials, and/or perhaps provide me with a list of documents that might be relevant to this enquiry, to which I might have access under the Code.
